In recent years, the Government has undertaken several digital transformations in the Goods and Services Tax (GST) framework, and electronic invoicing, known as the  E-Invoicing system, is one of the most significant developments. The invoicing system is a compliance mechanism and a step towards a more efficient, transparent, and technology-driven tax administration.

What is E-Invoicing Under GST?

E-Invoicing under GST is a mandatory requirement where the supplier reports all business-to-business (B2B) invoices electronically on the Invoice Registration Portal (IRP) and is authenticated by the portal. Once the reported invoice is validated by the portal, that invoice is assigned a unique Invoice Reference Number (IRN). There is no requirement to report B2C transactions on the Invoice registration portal (IRP), i.e., an E invoice is not required for B2C transactions.

It is important to note that the IRN (Invoice Reference Number) is different from the invoice number generated by the supplier. Every supplier can generate an Invoice number in a different format as per the accounting system. Invoice Reference Number (IRN) is a 64-character unique hash generated by the IRP, ensuring the invoice is legitimate and verified.

Implementation of E-Invoicing System in India:

The government implemented the e-invoicing system in a phased manner to give businesses adequate time to prepare their accounting software and systems for compliance. :

Applicability of E-Invoicing

In present, E-Invoicing is mandatory for taxpayers whose turnover exceeds Rs. 5 Crore in any financial year after implementation of the GST Law, i.e., since the Financial year 2017-18. E-Invoicing is Mandatory for:

  • B2B transactions
  • Export invoices
  • Supply to SEZs

    However, the following entities are not required to generate E invoicing, i.e., exempt from e-invoicing, regardless of turnover:

  • SEZ units (not developers)
  • Banking companies and financial institutions
  • Insurance companies
  • NBFCs
  • Goods Transport Agencies (GTAs)
  • Passenger transportation services
  • Cinema exhibition businesses

Process of E-Invoicing System: How E Invoicing System work?

  1. Invoice Creation: The supplier generates the invoice using their ERP or accounting software like tally, busy, Zohobook or any other in the prescribed format.
  2. Submission to IRP: The invoice is uploaded to the IRP in JSON format.
  3. Validation & IRN Generation: The IRP checks for duplicates and validates the invoice. If successful, it generates the IRN and a digitally signed QR code.
  4. Return to Supplier: The validated invoice with IRN and QR code is sent back to the supplier.
  5. Auto-Updating in GST Returns: Data of E-Invoicing is automatically updated in GSTR 1 of the supplier and GSTR-2A of the buyer.

1. Is the Invoice Number same as the IRN?

No. The invoice number is created by the supplier’s accounting software and may follow any format (like ABC/1/2024-25). The IRN is a system-generated 64-character unique reference number assigned by the IRP after successful validation.

2. Can the IRP Reject an Invoice?

Yes. The IRP can reject an invoice if:

  • It has already been reported (duplicate detection based on GSTIN, invoice number, document type, and financial year).

  • There are errors in the structure or data fields (e.g., missing mandatory fields, incorrect GSTIN).

  • In case of rejection, the system provides a specific error code indicating the cause.

    3. Is the E-way Bill Still Required?

    Yes. E-way bill is still required. If goods are being transported and an e-way bill is mandatory as per GST Law, it must still be generated even after e-invoicing.

    4. Will E-Invoice Data Be Sent to the GST Portal?

    Yes. Once IRN is generated by the IRP, the Invoice is automatically updated to the GSTIN and reflected in GSTR-1 of the supplier & GSTR-2A/2B of the recipient

    5. Is There a Time Limit for Generating the E-way Bill After IRN Generation?

    As of now, In GST Law, there is no time limit defined for generation of e-way bill after generating e invoice. However, it's advisable to generate e way bill before transporting the goods.
